If WWE was going to do that or only tease his return, they would have likely already done that last year.

He has been undergoing a new hyperbaric chamber treatment for approximately the last one year and has gotten the go ahead from other non-WWE doctors. It is believed that something may have changed with his status given his interview over the weekend as well as WWE changing plans for Kevin Owens and Sami Zayn at WrestleMania. However, ultimately it comes down to WWE doctors clearing him and those doctors are out to protect the company.
