Homeless man seriously injured when his tent was swept away in cleanup

The unnamed man was injured when workers from Waterways Ireland, the body responsible for maintaining Ireland’s rivers and canals, cleared a walkway along a canal in the Irish capital.

###

“A man (age unknown) was sleeping in his tent when it was being removed in an attempt to tidy the canal walk way,” local police said in a statement. “The man received injuries during this incident and was removed to St. Vincent’s Hospital where he remains in serious condition but stable.”

###

According to Dublin City Council, the incident happened on Tuesday afternoon, when workers “were removing tents that were placed in a precarious and dangerous location.”

###

Local media reports suggest the vehicle had a mechanical arm that removed the assembled tents by lifting them up and placing them in a truck for disposal.

###

A spokesman for Waterways Ireland said the body is “cooperating fully” with police investigating the incident, adding that “our thoughts are very much with the individual who was involved.”

###

According to homelessness charity Focus Ireland, the most recent data show that there were 10,448 homeless people — 6,696 adults and 3,752 children — across Ireland in the week of November 18-24, 2019.

###

The number of homeless families has increased by over 300% since November 2014, the charity says.

###

Homelessness is set to be a key issue during campaigning for February 8 general election.

###

Speaking on the campaign trail, Prime Minister Leo Varadkar said: “My understanding is that Dublin City Council and Waterways Ireland did check the tents before removing them. But, obviously, something went wrong here.”

###

The incident has led to calls for an independent investigation from homelessness charities and lawmakers.

###

Brian McLoughlin, head of communications for the charity Inner City Helping Homeless ( ICHH) in Dublin, told CNN: “We are disgusted by the actions of Waterways Ireland and Dublin City Council for the inhumane removal of a man’s tent from the bank of the royal canal in Dublin as he slept in it yesterday afternoon.

###

“The man remains in hospital where he has suffered life changing injuries from the machine used to remove his tent as he slept. We cannot understand how someone could remove a tent, the man’s home with all of his belongings, without first checking if anyone or anything was inside the tent.”

###

McLoughlin told CNN that homeless people sleeping in tents has become an increasingly common sight in the city as homeless services rely on “one night only hostels where people go in at 10pm and have to leave at 7am.”

###

He added: “There are huge safety and security concerns in these hostels so when people have a bad experience in them they can then choose to sleep in a tent as they feel safer. “

###

Eoin Ó Broin, who was a lawmaker with the opposition Sinn Fein party until parliament was dissolved Tuesday ahead of the election, called for an investigation into the incident, saying in a statement released to CNN: “The incident as reported by the media that occurred yesterday lunchtime is shocking and I do not understand how it could have happened.”

###

Dublin City Council said in a statement that “the Dublin Regional Homeless Executive is currently liaising with the hospital and every support is being provided.”

###

It continued: “Our thoughts are with the man at this time. The Executive has been engaging with the individual for some time and accommodation remains available to him.

###

“Every action that is taken by state services is taken in the interest of health and safety of those individuals experiencing homelessness,” the council said. “The matter is currently being investigated by the Gardai (police) and there will be no further comment.”

Putin is sending a message to the world with his shock announcement

Earlier in the day, Vladimir Putin had announced his plan to push through reforms that would make his successor as president less powerful, by redistributing power in such a way that the Russian parliament and office of prime minister will have greater clout.

###

He thanked the resigning members of the government for their service, but said that “not everything worked out.”

###

In the last two years, Putin’s approval ratings have taken a dip, partly a result of unpopular pension reforms and a stagnating economy. 2019 was also riddled with street protests over municipal elections as Russia’s fragmented opposition expressed discontent with what they see as a president and the ruling elite that have overstayed their power.

###

However, as the exact details of this mass resignation — led by current prime minister and former president Dmitry Medvedev — unfurled, it was clear that this was no protest at Putin’s proposed reforms.

###

In his statement on the government’s resignation, Medvedev indicated that it was doing so in order to make life easier for Putin.

###

He said that the president had “outlined a number of fundamental changes to the constitution,” and that “in this context, it’s obvious that we, as the government … should provide the president of our country with the opportunity to make all the decisions necessary for this.”

###

Those changes appear to be a redistribution of power, giving parliament the power to appoint a prime minister, who will then appoint a cabinet to be approved by parliament. In Putin’s own words: “In this case, the president will be obliged to appoint them; that is, he will not have the right to reject parliament-approved candidacies.”

###

The Russian constitution forbids Putin from standing for re-election as president in 2024. However, there is nothing stopping him from becoming prime minister, as he did in 2008, when he and Medvedev swapped roles for four years.

###

“My personal view is that this is a stitch-up between Putin and Medvedev,” said Valeriy Akimenko, a long-term Russia analyst currently working for the Conflict Studies Research Centre. “Medvedev not an independent figure by any stretch of the imagination and made no waves against Putin during his time as president. As was the case in 2008, this looks like a mutual agreement between the two.”

###

Not all analysts believe it is inevitable that Putin will eventually install himself as prime minister. Oleg Ignatov at the Center For Current Policy, a Moscow-based think tank, points out that Putin also spoke about changing the constitutional role of Russia’s State Council, an advisory body to the head of state.

###

“There are rumors that Putin could lead the new State Council rather than becoming the new Prime Minister,” Ignatov told CNN. “If this happens, it’s possible that his word will be the last word. He will not be interested in technical details, but everything will be under his control.”

###

Akimenko agreed that this sort of role could play in Putin’s favor: “The State Council’s future role is currently undefined, but it could be an arbitrator, meaning that when there is a dispute, the State Council could have a final say.”

###

“However, I think Putin becoming prime minister is still far more likely.”

###

Whatever the outcome, a narrative of Putin consolidating his grip on power is already emerging. Alexi Navalny, Russia’s most outspoken opposition leader, tweeted that “remaining the sole leader for life, taking ownership of an entire country, and appropriating wealth to himself and his friends is the only goal of Putin and his regime.”

###

By taking steps to tighten his grip on power, Putin is also sending a message to the wider world. More Putin in Russia means more Putin on the international stage. And if the last few years have taught us anything, that means a Russia willing to go to extraordinary lengths to act as a direct rival for influence to the US-led world order — and create more headaches for America and its allies.

Pope Francis appoints woman to senior Vatican diplomatic role

Francesca Di Giovanni will serve as the under-secretary in the Section for Relations with States, the arm of the Catholic church that handles the Holy See’s political and diplomatic activity, according to a story published in the church’s official media Vatican News on Wednesday.

###

The story notes that Di Giovanni is the first woman to hold a position at that level in the Secretariat of State, the department which includes the Section for Relations with States.

###

The Roman Catholic Church currently only permits men to be ordained as priests and much of the Vatican bureaucracy remains male dominated.

###

“The Holy Father has made an unprecedented decision, certainly, which, beyond myself personally, represents an indication of an attention towards women,” Di Giovanni said, according to the news site. “But the responsibility is connected to the job, rather than to the fact of being a woman.”

###

She said she was surprised by the appointment, as she “never would have thought the Holy Father would have entrusted this role to me.”

###

In his New Year’s Day address, the Pope denounced violence against women and spoke about gender equality, telling the congregation that women “should be fully included in decision-making processes.”

###

“Every step forward for women, is a step forward for humanity as a whole,” he said.

###

Di Giovanni referenced the Pope’s address, adding that as a woman, she might have “certain aptitudes for finding commonalities, healing relationships with unity at heart.”

###

“I hope that my being a woman might reflect itself positively in this task, even if they are gifts that I certainly find in my male colleagues as well,” she said.

###

She emphasized the importance of “encouraging dialogue” and “seeking diplomatic solutions” in the diplomatic community.

###

Di Giovanni was born in Palermo on the southern Italian island of Sicily, and has worked in the Secretariat of State for 27 years, according to the report. She holds a law degree and has worked in the areas of migrants and refugees, international humanitarian law, and the status of women.

A British university is recruiting students to tackle racism on campus

The University of Sheffield confirmed to CNN that students would be paid £9.34 ($12.14) per hour to run sessions to educate people on how to challenge racism, including so-called “microaggressions” — subtle or brief comments or actions that communicate hostility or bias toward those who are black, Asian and of minority ethnic groups.

###

The “race equality champions,” who will be in place by the end of February, will also train student society leaders and ensure they are aware of what support is available to those experiencing racism and bullying, university spokeswoman Sophie Armour told CNN.

###

The program, which has been developed by students and academics, will run for a year and could be made permanent, Armour said.

###

UK universities have been under increasing pressure to tackle racism.

###

The Equality and Human Rights Commission last year released a report that found racial harassment was “a common occurrence for many students and staff in British universities.”

###

The national agency called on universities to take “greater responsibility to prevent racial harassment before it happens, to ensure they understand the scale of the issue.”

###

The University of Sheffield’s “race equality” program wasn’t prompted by a spike in reports of racism at the university but is part of its “Race Equality Strategy” that “targets issues of under-representation, progression and attainment,” Armour said.

###

All students will be encouraged to attend at least one session within the year, she said, which will focus on critical thinking about perceptions of racism in British society, including the Windrush scandal.

###

It is important to be “open and honest about racism” in order to stamp it out, said Professor Koen Lamberts, president and vice-chancellor of the University of Sheffield, in a statement.

###

“We take pride in being part of a community with students from over 140 different countries and all ethnic, religious and socio-economic backgrounds and will continue to celebrate diversity on campus and ensure students are clear that there is no place at Sheffield for racism,” he said.

Bobby Brown: Former Scotland goalkeeper and manager of ‘Wembley Wizards’ dies, aged 96

Bobby Brown, the former Rangers and Scotland goalkeeper, passed away on Wednesday, the Ibrox club announced.

During his playing days Brown was a member of Rangers’ famed Iron Curtain defence, and he later went on to manage the national team to their greatest ever victory – the 1967 Wembley win over the reigning world champions.

Dave King, the Rangers chairman, said: “All of us connected with Rangers are deeply saddened to hear that Mr Brown, a genuine Rangers and Scotland legend, has passed away. Our thoughts are with Mr Brown’s family at this time.

“He was a wonderful servant of our club and we will remember him with great fondness. He was a gentleman of the game and set standards which typify what Rangers is about.”

Brown joined Rangers from Queen’s Park in 1946 and made 296 appearances for the club, keeping 109 clean sheets, as a part-timer as he combined football with life as a schoolmaster.

He never missed a league game for six years, playing 179 consecutive matches during 1946 and 1952, and won three league titles, three Scottish Cups and two League Cups at the Light Blues.

Brown left Rangers for Falkirk in 1956 before later retiring and becoming manager of St Johnstone, leading the club to the top division, prior to his stint in charge of Scotland.
